Terraform at Scale: An Operating Model Problem, Not an HCL Problem

Most Terraform horror stories get blamed on the language. The real culprit is usually upstream of any HCL: unclear ownership, state boundaries drawn in the wrong places, review paths that don't match who actually understands the blast radius, and promotion models that let changes leak between environments. Fix the syntax and you still have the mess; fix the operating model and the syntax problems mostly evaporate.

This talk reframes “Terraform at scale” as an organizational design question. It walks through where the seams should fall — module ownership, state segmentation, who reviews what, how changes get promoted — and why teams that get those right ship infrastructure changes calmly while teams that don't fight their own tooling forever.
